Los Angeles County to Update Shelters

Los Angeles country originally set up it’s animal shelters for the purpose of rabies control. Stray animals were brought in, given a short time to be reclaimed, and then euthanized. But times have changed, and people’s expectations for how animals should be treated in shelters has changed dramatically, but the shelters are simply not equipped to deal with these expectations.
